Digital Sovereignty and EU Goals
Digital Sovereignty is the capacity of the state/organisation to make independent decisions and take actions in the digital domain, reducing the reliance on external technologies, actors, or systems.
While many policymakers push for digitally sovereign processes and systems, it is more than that. We investigate EU policy communication documents to understand the goals that digital sovereignty contributes to for the EU.
We identified six dimensions of goals for the EU that digital sovereignty contributes to -
Data Control
Value-based Digital Transformation
Open Strategic Autonomy
Digital Single Market
Own Digital Capabilities
Cybersecurity and Resilience
The figure above illustrates a data structure aggregating similar concepts from the EU legal documents into broader dimensions.
